She holds a bachelor’s degree in business administration from Ahmadu Bello University, Zaria, and a master’s degree in development studies from the University of Leeds, United Kingdom.
Before entering government service, Bala-Usman was active in public sector reform and civic engagement, demonstrating a commitment to transparency and effective governance. She once served as Chief of Staff to former Kaduna State Governor Nasir El-Rufai, where she played a central role in policy planning and implementation.
In July 2016, she was appointed Managing Director of the Nigerian Ports Authority, becoming the first woman to lead the organisation.
