The Association of Local Governments of Nigeria (ALGON) has emphasized the crucial role of true autonomy for local governments in addressing Nigeria’s widespread insecurity.
Furthermore, Ibrahim Dasuki, a former ALGON president, stressed that security challenges, such as banditry, insurgency, and kidnapping, are predominantly local in nature and can be effectively tackled by empowering local governments.
Dasuki highlighted the historical significance of local governments in maintaining peace and security, particularly through traditional institutions. He urged the government to recognize the importance of local government autonomy in security matters, incorporating traditional institutions into the security framework to leverage their expertise and community connections.
The Supreme Court’s recent judgment on local government financial autonomy has been commended by Dasuki, who believes that this development, combined with ongoing efforts by the National Assembly to address key areas, will ultimately lead to true autonomy for local governments. This, in turn, will enable local governments to effectively manage security challenges and improve overall governance.
Key aspects of local government autonomy in Nigeria include:
– Financial Autonomy: Direct access to allocations from the Federation Account, revenue generation, and expenditure authority.
– Political Autonomy: Elected officials, legislative power, and security control.
– Administrative Autonomy: Staffing authority, planning, and development, and service delivery mandate.
– Judicial Autonomy: Independent judiciary and constitutional protection.
Achieving true autonomy for local governments is crucial for addressing Nigeria’s security challenges and improving governance. By empowering local governments, Nigeria can harness the potential of grassroots development and community-led initiatives to build a more secure and prosperous nation.
