Between August 2024 and early October 2025, Nigeria imported about 15 billion litres of petrol,nearly 69 percent of the 21 billion litres consumed,despite the Dangote Refinery’s increasing output, data from the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) show.
The report, titled Import vs Domestic Supply Performance (PMS Daily Average Supply,August 2024 to October 2025), revealed that total petrol supply stood at 21.68 billion litres during the 15-month period. Of this, 6.67 billion litres,or 31 percent,came from local refining, largely from the Dangote Refinery, which began production in September 2024.
Imported volumes peaked at 54.3 million litres daily in September 2024 before declining steadily to 15.1 million litres per day by early October 2025, showing the growing impact of domestic refining. Local output rose from 6.43 million litres per day in September 2024 to a peak of 22.66 million litres in January 2025, later stabilising around 20 million litres per day. By October 2025, Dangote’s production exceeded imports for the first time, averaging 18.93 million litres daily.
The NMDPRA figures indicate a sharp drop in national petrol consumption,from 60.7 million litres daily in September 2024 to 34 million litres by October 2025,following the full deregulation of the sector and removal of fuel subsidies in September 2024.
Despite its growing market share, the Dangote Refinery faces stiff competition from importers, who accuse it of undercutting prices. However, the refinery insists it has adequate capacity, boasting over 310 million litres of petrol in storage and challenging marketers to bring in trucks for loading.
The $20 billion facility, with a refining capacity of 650,000 barrels per day, has also expanded into exports, supplying petrol, diesel, and aviation fuel to several countries, including Saudi Arabia and those in the Middle East Gulf. In February, Dangote confirmed the sale of two aviation fuel cargoes to Saudi Aramco, while between June and July 2025, the refinery exported about one million tonnes of petrol.
According to NMDPRA Chief Executive Farouk Ahmed, the refinery now contributes an average of 20 million litres of petrol daily to the Nigerian market, marking a major shift toward energy self-sufficiency and reducing reliance on imports.
