Abia State Governor, Alex Otti, has reaffirmed his administration’s commitment to the timely completion of a 10,000 barrels-per-day modular refinery being developed by HSI Energies Group at the Abia Industrial and Innovation Park (AIIP) in Owaza.
Hosting the management team of HSI Energies, led by Group CEO Ugwumba Okezie Nwosu, Governor Otti expressed confidence in the project’s potential to boost Abia’s economy, create jobs, and attract foreign direct investment. He noted that the AIIP, spread over 2,000 hectares, is envisioned as a gas-powered industrial hub housing energy, logistics, housing, petrochemical, and clean infrastructure projects.
“We appreciate your choice of Abia for this investment. Your experience and progress so far are commendable,” Otti said.

CEO Ugwumba Nwosu stated that equity and debt financing are in progress and that the refinery construction is slated to begin in Q1 2026. He emphasized the economic and training opportunities the project would bring to the people of Abia.
The meeting was also attended by Commissioners for Petroleum and Finance, Prof. Joel Ogbonna and Mr. Uwaoma Ukandu, respectively.
