EU Relaxes Sourcing Rules to Help Ukraine Buy Chinese Drone Components

The European Union has eased procurement rules to allow Ukraine to purchase drones containing a higher proportion of Chinese-made components, highlighting Europe’s continued reliance on China’s manufacturing capacity to sustain Kyiv’s war effort against Russia.

The decision follows concerns that European manufacturers are unable to produce sufficient quantities of drone components quickly enough to meet Ukraine’s growing battlefield demands.

In April, the European Commission approved an exemption allowing Ukraine to use part of a multibillion-euro EU defence loan to procure drones with more than 35 per cent of their value originating from suppliers outside the EU and its approved partner countries.

Although the Commission did not specifically mention China, a Financial Times report published on July 15, citing sources familiar with the decision, said the exemption effectively allows Ukraine to purchase Chinese drone components that are not readily available in Europe.

Analysts say the move reflects a broader challenge facing Europe: while it possesses the technical expertise to manufacture drone components, it has yet to match China’s ability to produce them rapidly, at lower cost and on a massive scale.

Hao Nan, a Nuclear Futures Fellow with the Ploughshares Fund and Horizon 2045, said China’s strength lies not in any single component but in the manufacturing ecosystem it has developed over decades.

“Those commercial foundations have since acquired strategic value by giving China greater capacity to scale production, accelerate innovation and influence supply chains that other economies cannot quickly replace, especially during wartime,” Hao said.

He added that although China does not have complete control over global supply chains, its manufacturing dominance gives Beijing significant influence in sectors that Europe cannot easily replace in the short term.

More than four years into Russia’s full-scale invasion, drones have become one of the most critical weapons on the battlefield, used extensively by both Ukrainian and Russian forces for reconnaissance, surveillance and precision attacks.

Because drones are frequently destroyed, replaced and upgraded, Ukraine requires a continuous supply that conventional defence procurement systems struggle to provide.

Recognising this challenge, the European Commission stated on June 30 that maintaining Ukraine’s military advantage depends on securing critical defence equipment in sufficient quantities and within very short timeframes.

The Commission described drones as “a key capability” when announcing the first €3.9 billion payment under a broader €6 billion drone procurement initiative.

Earlier this year, the EU established a €90 billion Ukraine Support Loan, with approximately €60 billion earmarked for defence procurement. The drone package represents the first tranche of that allocation.

The programme was originally designed to strengthen both Ukraine’s defence industry and Europe’s industrial base by sourcing equipment primarily from Ukraine, EU member states and approved partner countries.

However, after Ukraine demonstrated that European and domestic manufacturers could not meet demand within the required timeframe, the European Commission approved the sourcing exemption on April 1.

The decision underscores Europe’s ongoing dependence on Chinese-made components for critical defence manufacturing, even as European governments continue efforts to reduce reliance on Chinese supply chains.
